The Election Commission has removed the additional declaration related to the Special Intensive Revision (SIR) from the online version of Form 6 available on its ECINET portal. The change has been made in states where the SIR exercise has already been completed, coming four days after the poll panel announced that the regular forms prescribed under the Registration of Electors Rules, 1960, would be used during the non-SIR period.

The additional declaration had appeared in the online Form 6 between Sections J and K. It sought information about whether the applicant or their parents had been included in an earlier electoral roll and, where applicable, asked for booth and serial-number details. However, the same declaration was missing from the downloadable version of Form 6 available on the Election Commission’s website.

The issue emerged after the Commission began the SIR exercise in Bihar in 2025. While a separate declaration had been introduced to accompany Form 6 during the revision process, the statutory Form 6 itself had not been amended. The appearance of an additional requirement in the online version therefore created a distinction between the digital form submitted through ECINET and the prescribed form available for download.

Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had reportedly raised objections to the addition. Their concern was linked to the fact that the statutory form had not undergone a formal amendment before the additional declaration was incorporated into its online version. Under the existing electoral framework, the prescribed forms for voter enrolment, deletion and correction are governed by the Registration of Electors Rules, 1960.

The Election Commission had on September 26 stated, “for non-SIR period, the Forms applicable as per Rules (the Registration of Electors Rules 1960) will be used.” With the SIR declaration now removed from ECINET in states where the exercise has concluded, the online Form 6 has been brought back in line with the regular non-SIR procedure.
